The construction of both \u003ci\u003eRoma\u003c\/i\u003e and her \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Sister_ship\" title=\"Sister ship\"\u003esister ship\u003c\/a\u003e\u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Italian_battleship_Impero\" title=\"Italian battleship Impero\"\u003e\u003ci\u003eImpero\u003c\/i\u003e\u003c\/a\u003e was due to rising tensions around the world and the navy's fear that only two \u003ci\u003eLittorio\u003c\/i\u003es, even in company with older pre-\u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/First_World_War\" class=\"mw-redirect\" title=\"First World War\"\u003eFirst World War\u003c\/a\u003e\u003cbr\u003e battleships, would not be enough to counter the British and French \u003cbr\u003eMediterranean fleets in case of a possible Franco-British alliance. As \u003ci\u003eRoma\u003c\/i\u003e was \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Laid_down\" class=\"mw-redirect\" title=\"Laid down\"\u003elaid down\u003c\/a\u003e\u003cbr\u003e almost four years after the first two ships of the class, some small \u003cbr\u003eimprovements were made to the design, including additional \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Freeboard\" class=\"mw-redirect\" title=\"Freeboard\"\u003efreeboard\u003c\/a\u003e added to the bow.\u003cbr\u003e\u003c\/p\u003e\u003cp\u003e\u003ci\u003eRoma\u003c\/i\u003e was \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Ship_commissioning\" title=\"Ship commissioning\"\u003ecommissioned\u003c\/a\u003e into the \u003ci\u003eRegia Marina\u003c\/i\u003e\u003cbr\u003e on 14 June 1942, but a severe fuel shortage in Italy at that time \u003cbr\u003eprevented her from being deployed; instead, along with her sister ships \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Italian_battleship_Vittorio_Veneto\" title=\"Italian battleship Vittorio Veneto\"\u003e\u003ci\u003eVittorio Veneto\u003c\/i\u003e\u003c\/a\u003e and \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Italian_battleship_Littorio\" title=\"Italian battleship Littorio\"\u003e\u003ci\u003eLittorio\u003c\/i\u003e\u003c\/a\u003e,\u003cbr\u003e she was used to bolster the anti-aircraft defenses of various Italian \u003cbr\u003ecities. In this role, she was severely damaged twice in June 1943, from \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Bomber\" title=\"Bomber\"\u003ebomber\u003c\/a\u003e raids on \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/La_Spezia\" title=\"La Spezia\"\u003eLa Spezia\u003c\/a\u003e. After repairs in \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Genoa\" title=\"Genoa\"\u003eGenoa\u003c\/a\u003e through all of July and part of August, \u003ci\u003eRoma\u003c\/i\u003e was deployed as the flagship of Admiral \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Carlo_Bergamini_(admiral)\" title=\"Carlo Bergamini (admiral)\"\u003eCarlo Bergamini\u003c\/a\u003e in a large battle group that eventually comprised the three \u003ci\u003eLittorio\u003c\/i\u003es, eight cruisers and eight destroyers. The battle group was scheduled to attack the Allied ships approaching \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Salerno\" title=\"Salerno\"\u003eSalerno\u003c\/a\u003e to invade Italy (\u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Allied_invasion_of_Italy\" title=\"Allied invasion of Italy\"\u003eOperation \"Avalanche\"\u003c\/a\u003e) on 9 September 1943, but the news of the \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Armistice_between_Italy_and_Allied_armed_forces\" class=\"mw-redirect\" title=\"Armistice between Italy and Allied armed forces\"\u003e8 September 1943\u003c\/a\u003e armistice with the \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Allies_of_World_War_II\" title=\"Allies of World War II\"\u003eAllies\u003c\/a\u003e led to the operation being cancelled.
