In 1935, the \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/Air_Ministry\" title=\"Air Ministry\"\u003eAir Ministry\u003c\/a\u003e wrote \u003ca href=\"https:\/\/en.wikipedia.org\/wiki\/List_of_Air_Ministry_Specifications#1930-1939\" class=\"mw-redirect\" title=\"List of Air Ministry Specifications\"\u003eSpecification B.29\/35\u003c\/a\u003e\u003cbr\u003e around the Harrow proposal, seeking a 'stop-gap' heavy bomber to \u003cbr\u003efacilitate the expansion of the RAF's bomber squadrons. Handley Page \u003cbr\u003eupdated the design with new features and along with structural changes \u003cbr\u003eto enable more rapid construction.
